Knowing human nature, regulations could only delay the inevitable. Somewhere, a selfish profit-seeking laboratory, or an accident within regulations, or a deranged offensive individual or state will create a supervirus. Notably, space colonization also offers laboratories beyond Earth's biosphere and extra safety measures, e.g., if a laboratory has an accident, a leaked virus would be unlikely to pass thru space intact, and a nuclear detonation could sterilize the lab.
